As a Costa Rican citizen doing remote AI work, formalizing your business protects you legally, lets you issue electronic invoices, and unlocks better tax rates. Here is everything you need to know.
Follow these 5 steps in order. All can be done online except the CCSS affiliation, which has an in-person option.
Register as a taxpayer (contribuyente) through the Administración Tributaria Virtual (ATV) portal. You will complete the Registro Único Tributario (RUT) form with your personal ID (cédula), contact info, and the economic activity code for your services.
Costa Rica requires all registered taxpayers to issue electronic invoices (facturas electrónicas) for services rendered. Register for the electronic billing system through ATV. You will need a digital signature (Firma Digital) card — apply at BCR, BN, or BAC Credomatic. Several free/low-cost platforms exist for generating invoices (e.g., Qupos.cr, Tica Cloud, ARCA).
The Caja Costarricense de Seguro Social (CCSS) provides healthcare and pension coverage. As an independent worker, you must enroll to contribute. Contributions are based on your declared monthly income and range from 10% to 18%. This covers your SEM (health) and IVM (pension). In-person: CCSS office, San José, Av. 2, Edificio El Hierro. Online: Oficina Virtual de la Caja.
Foreign AI platforms typically pay via PayPal, Payoneer, Wise, or direct bank transfer. Open a Payoneer or Wise account to receive USD from foreign clients, then transfer to your local Colón account. Most Costa Rican banks (BCR, BN, BAC) accept individual accounts for independent workers. Some platforms may require a USD account — BCR and BAC offer dollar accounts.
If you work remotely from home providing services to foreign clients (AI platforms), a municipal business license is generally NOT required. If you ever open a physical office or studio, apply at your local municipality. The cost varies by municipality and estimated annual revenue.
Under Costa Rica's 2026 income tax reform (Law 10667), independent workers can deduct 25% of gross income without needing receipts or invoices. For an AI trainer earning $1,500/month ($18,000/year), only $13,500 is taxable — and the first ~$12,400 is exempt. This means many students earning part-time AI income could owe zero income tax.
